Samatar Omar Elmi
Samatar has extensive experience in financing and implementing digital transformation projects, with expertise spanning digital infrastructure, digital services, and ecosystem development. He designed and oversees two flagship regional connectivity initiatives—the Trans-Saharan Optical Fiber Backbone (TSB) and the Central African Backbone (CAB)—which have strengthened cross-border digital connectivity across Africa. He also led the design of large-scale digital government programmes in Tunisia, Côte d'Ivoire, and other African countries. He holds an Engineering degree in Telecommunications and Networks from Télécom Saint-Étienne (France) and a Master's degree in Economics and Development from the University of Clermont-Ferrand I (France).
