Mercy Ndegwa
Mercy Ndegwa is Meta's Public Policy Director for East & Horn of Africa and Economic Policy Lead for Africa, with over two decades of experience shaping the policy and regulatory architecture that underpins Africa's digital economy. Her work sits at the nexus of digital infrastructure and the rules governing it. From spectrum and connectivity policy to competition regulation, cross-border data flows, fintech, e-commerce, and intellectual property. At Meta, she leads regional policy strategy across content governance, election integrity, digital rights, online safety, and financial services, while driving Africa-wide workstreams on trade, economic policy, and business integrity. Previously, at the GSM Association and Safaricom, she championed mobile broadband advocacy, child online protection, and regulatory economics across Sub-Saharan Africa, and chaired the East Africa Communications Organization's Telecoms Assembly. Mercy also serves on the board of InAble.org, advancing digital accessibility.
