Martin Mirero

Director, ICT, COMMUNICATION AUTHORITY OF KENYA

Mr. Martin Mirero is the Director, Information & Communication Technology (ICT) at the Communications Authority of Kenya (CA), where he provides strategic leadership in ICT strategy development and implementation, oversees the design, architecture and delivery of key information technology interventions; and drives the adaptation and integration of new and emerging technologies to support the Authority’s regulatory mandate.

With over 20 years of executive technology leadership across the public and private sectors, Martin has led large-scale national e-Government projects in Kenya, Ghana and Nigeria. Previously, he served as Director of ICT at Huduma Kenya, where he spearheaded the rollout of 52 Huduma Centres nationwide, delivering integrated e-government services that reached over 20 million citizens. He has also held senior leadership roles in multinational corporations (Oracle) and Africa-grown scale-ups (SW Global, Kutana Corp.)

He has contributed thought leadership in governance and policy, serving as Amicus Curiae for the Supreme Court of Kenya during the 2022 Presidential Election Petition and as a member of Kenya’s Digital Government Task Force that implemented the 2020 Digital Economy Strategy.

Martin holds an MSc in Computer Science (Distributed Information Systems) from the University of Essex (UK), an MBA from University of the People from the US and a BSc in Computer Science from Africa Nazarene University.
