Eng. Kefa Seda is a distinguished Civil and Structural Engineer with over 20 years of experience in infrastructure development, specializing in Public-Private Partnerships (PPPs). Holding a Master of Business Administration from Strathmore University, he is a registered engineer with the Engineers Board of Kenya and a certified PPP professional (APMG CP3P). He currently serves as the Director General of the Public-Private Partnerships Directorate at the National Treasury & Economic Planning, Kenya, where he leads the national agenda on PPPs, infrastructure finance, and climate-aligned investments.

Eng. Seda has extensive private sector experience, having worked with renowned engineering consultancy firms such as Nippon Koei, GIBB International, Norken International, and Apec Consortium Limited, among others. This experience equipped him with deep insights into project design, feasibility, and technical innovation, bridging the gap between engineering excellence and investor confidence.

Before joining the PPP Directorate, Eng. Seda worked with the Kenya National Highways Authority (KeNHA), where he joined as a Senior Engineer in 2011. He rose through the ranks to become Manager/Deputy Director in 2014, overseeing World Bank-funded projects and leading strategic initiatives. His last role at KeNHA was Deputy Director in charge of PPPs, where he was instrumental in major PPP projects including the Nairobi Expressway and the proposed Nairobi–Nakuru–Mau Summit Highway PPP, setting benchmarks for bankable, sustainable, and climate-resilient road infrastructure.

Eng. Seda has been pivotal in developing Kenya’s tolling policy, establishing frameworks that enable private sector participation and financially viable infrastructure projects. He has also shaped PPP investment instruments aligned with multilateral financiers such as the African Development Bank (AfDB), European Investment Bank (EIB), and World Bank, particularly leveraging Viability Gap Funding (VGF) to bridge financing gaps for climate-resilient infrastructure projects.
